Depending on the effort. If you just type a sentence in and accept the first image tje AI draws you're just basically paying an artist 2 cents to make something vaguely resembling what you want. But if you spend hundreds or even thousands of iterations working with the AI and giving it feedback until you finally have the art you want you're more like a creative director. Still not an artist though, because you're not the one making the image.
