Try the 1950s, Alan Turing the father of AI himself wrote a paper considering the implications of 'thinking machines' which I recommend everyone who's interested in this kind of thing reads at some point. Some of it is amazingly prescient, some of it is very of its time like the part where he considers whether the existence of telepathy (which was briefly taken seriously by some researchers!) would preclude the existence of a 'thinking machine'.
A lot of these concepts aren't actually very new at all, neural networks were described in the 1970s for example but computer hardware back then wasn't nearly powerful enough to actually run the kind of things they were describing.
