The more scared the people, the easier to establish global governance. The problem with that is not governance, but that governance now is entirely political and religious + a couple of gangsters in charge. So you just create situations that scare people, and then you exaggerate the description of it. The nazis did exactly that in Germany. We can't trust neither the AI developers nor the alarmists. And you will see that most of them come out from either San Fransisco or the Burning man festival.
