She wants to break up the tech giants who control AI. I don't know if this is necessary, seems to be driven by a worldview from maybe 5-10 years ago when it seemed like only a few companies were able to create AI. Right now there's tons of different AI companies, it's essentially software so the ability to monopolize it is exaggerated.
