we fine tune a lot of the "i dont knows" out of the chatbot to make a chatbot. a good reason why is that "i dont know" is a good prediction response to basically anything and a bot that says "i dont know" to everything isnt very useful. people also dont mind at evaluation time whether its telling the truth or not. lawyers are happy to use the made up citations, if they agree with the case. outputting hallucinations is the preffered tokens - the prediction that people will like those words is correct
