That's not art, that's art critique. Critics don't create, they look at things other people (or in this case generative algorithms) create, and sometimes they'll respond with "I like that, that's good". They didn't create it, they're just evaluating someone else's work. Which is a skill, but it's not art. Not theirs, anyway.
