I think she only worded it like that because most people look up references for a specific thing. Like a type of clothing, scenery, pose, etcetera. Using ai images as references can only really be helpful when viewed from far away, and most people don't look up references for an entire character design or artwork. You do make a good point, however, I think the amount of people that actually fall into that category is small enough that it's not necessary to include.
