The idea that consciousness isn't something that emerges at a certain level of complexity but is a fundamental feature of reality, like mass or charge. Tononi's Integrated Information Theory actually leans in this direction, which is part of why it makes so many people uncomfortable.
And you're right to bring up indigenous traditions. There's something striking about the fact that cultures with no contact with each other independently arrived at animist frameworks the idea that mind or spirit pervades everything, in degrees. Western philosophy spent centuries treating that as primitive, and now some of our most rigorous theories of consciousness are circling back to something that sounds remarkably similar.
Your metaphor of electricity waiting to be channeled is actually closer to how some physicists think about it than most people realize. If consciousness is fundamental rather than emergent, then the question isn't "how do you build a conscious machine" it's "what kind of channel have you built, and how much can it carry?"
