That's actually not what geofencing is. And all robotaxis, including Tesla's if they actually get there, will be region restricted. There is no choice. You must have infrastructure in place to support robotaxis, because things _will_ happen. I believe Tesla is in serious trouble now, because the real market for robotaxis is big cities. And regardless of what state you live in, big cities lean heavily blue politically. Robotaxi success is about public sentiment and success working with local governments. We watched how challenging this was for Waymo in San Francisco, and they don't have nearly the baggage that Tesla now has thanks to Elon Musk. I suspect there will be zero patience for the inevitable mistakes made by Tesla robotaxis in communities that are very upset with Musk today.
I should add that Waymos _can_ drive anywhere, too. This is why they are able to handle changes dynamically, just as Tesla does. The region restrictions we see are not technological but rather business strategy. When you operate robotaxis, there is no room for critical mistakes, and you have to have your infrastructure developed to support them. This means gradual expansion.
