You are very naive if you think you can make AI :) Mayby if you get somethng like free 500 mil dolars to data centres and teams of people then maybe... no your program would be easy to regulate... now lets look at ASI for a second:
It can hack any security we have in seconds
It control our media and economy and huge portion of physical world too as we speak
It boost reserch and anythng it really touches.
