The "garbage in garbage out" quote, is now nothing more than an outdated talking-point, at least as far as it's being used by skeptics now, to make people feel comfortable. It applied more to older neural network models, than what we have today. The intelligence and reasoning capabilities of these latest AIs, is rapidly improving these days, as researchers figure out new ways to prompt, implement, and configure how they're setup and used. Many of the previously observed inaccuracies and hallucinations, can be significantly mitigated through better prompting phrases, and more importantly, self-checking input-output loop-backs or multiple copies of the AI checking itself, before having the AI actually respond. Essentially they gave it the ability to 'think before it speaks', and that not only makes it more factually and mathematically accurate, it also gives it greater reasoning skills to work through problems it's never seen before. These methods are also what enables Khan Academy's new AI tutor to work as well as it does.
So the idea that it "only regurgitates what it's told" is simply no longer accurate.
