I'm 100% sure when they say "acessibility" they mean "I wanna get on the art market and sell stuff for milions", not "I wanna make art because I am passionate but can't gather the resources".
The big irony is this is literally impossible to obtain. Pretty much every Stable Diffusion algorithm comes with fine print about you not owning any commercial rights to the images.
