Cops are not required to "make sure he's guilty" before an arrest. They need to find probable cause. Now, the video and "facial recognition" software provides the probable cause, they got the warrant, and executed it. They were wrong. That's how the justice system is intended to work. If they needed to know youre guilty before arrest there'd be no trial, it would have already happened, and they'd be there to issue sentence lol.
