Wifi is a developing country thing. We use optical fibers for fixed and 5G for mobile here, and wifi is almost dead.
Fining internet providers would be just a collective punishment for everyone, and those pirating stuff will use VPN and other methods to encrypt their traffic. Fact is, most creative work is not valued nearly as high by consumers as the artists would like to, and if the only way to get it is to pay, vast majority simply would skip it. Design costs are baked in the prices of goods and it's a contractual matter how much the designer gets from it. Most are just hired pens doing stuff for companies at a fixed rate.
Artists of course get annoyed when someone - or something - else can do their work. The most common argument in writing and art groups is "hire an editor/artist" when someone uses AI to edit their texts or to design their covers. Ultimately, this is just gatekeeping, a monopoly set by artists who deem only they can make art and charge whatever they want.
