He didn't claim current AI can think, indeed he explicitly said ai can't reason, at all. They aren't showing concern about any AI product today.
The concern is about tomorrow and the rapid pace of competition lead development. Take a system like Google's bart with integration into deepfake systems and Google's assistant network. It has vast stores of information, general knowledge, voice, picture and video samples, etc. Today it's risks are limited because today it can't reason, it can't think.
Tomorrow however that might change. The problem is by the time it changes it's too late. So they're asking for a 6 month pause on development worldwide whilst legislators have this discussion and put some guardrails in place that might prevent anything terrible from happening.
