Yes, basically any publicly available information is considered "fair use" to be trained.
As it's impossible to compare an AI model to any piece of the database. The understanding is that training AI doesn't produce a derivative work and only using it to create derivative work is a copyright infringement.
That said, using pirated materials turns impossible to judge if the material is publicly available, so, it isn't "fair use" since not everyone could use it.
