It would be a breach of their copyright, which many call theft. There was a recent case of a painter being sued (and losing) because he copied a woman's photograph 1:1 and sold the painting for a significant price. By your standard, that case was invalid because it was just a 'forgery'.
As for the 'blended millions' and fair use argument, he goes over that in the video, and argues that AI is so damaging to the market of the artists stolen from, that it would no longer be considered fair use. The copyright office also made a similar argument, siding with the artists in an open letter regarding AI and its training, though we'll have to wait and see how all these legal cases go before things can really be settled.
