I guess it's some of the easier problems to solve...to built a "robot" mine". And it does not take 20 years to open a mine. Bureaucracy aside and unlimited cash, I guess you can develop any mine in 2 years to production. Open pit even faster.
But you're most probably right with the sequence of replacement...the blue collar jobs probably will have more time. How much only depends on the evolution of robots. The AI is already there....
