I think you'd be surprised by the fact that the technology to distinguish between a dog and a plastic bag is rather basic with recent (2012+) advances in convolutional neural networks (used in self driving cars too), as is the math of taking a best-case decision in the case. Surely, there can be many other causes for the accident in the video. Are you sure you could have avoided it yourself? Think again if you say yes instantly, I'd say that's a huge maybe.
Btw, perhaps the reason why trains use a rail system is not exactly the one you think of.
