No, you are the one confusing things here. First of, intelligence as "problem-solving ability" already presupposes a conscious being, as you cannot have an "ability" without being a being with a developed potency, you can also not "solve" something without you being conscious of it in the first place. Water is not "intelligent" because it can "solve" a maze by flowing through it, and ants are not intelligent because they follow chemical paths optimized during millions of years of evolution to be efficient (and I'm not saying they are not intelligent, but that they building those structures is not an automatic proof of it, I believe animals can be intelligent). Secondly, he is not using "circular reasoning", you don't know what circular reasoning is and you should not talk about things you don't understand. You just assumed an uncharitable and ignorant interpretation of his statements and called it circular, which is problematic. You need to consider his definition of consciousness and understanding to be able to even start discussing this, it's not something you trivially try to attack on a random youtube comment.
