Yeah you don't force them, you just also convince them of the reality of existential risk. Which isn't even that hard -- China is _more_ concerned about this than the US! They have much more ability to regulate AI than we do (and they have), and we are the ones who goaded them into a race that they weren't planning on being in. This whole thing is the US's fault, and "but China" has been an empty excuse the whole way. Recently, the International Dialogues on AI Safety (IDAIS-Shanghai) put out a consensus statement between Chinese and Western scientists saying a short version of essentially what Professor Dave talks about in this video.
I also recommend checking out "The Manhattan Trap" -- it shows how the "race with China" narrative is self-defeating at every level.
