We are unable to make truly global decisions on things like this. AI is a highly disruptive technology, it’s the modern day arms race, much like nuclear weapons back in the 50s through to the 80s. Nation states are absolutely unable to put any effective controls around AI unless absolutely every country in the world agrees to abide by these rules. And that won’t ever happen. And even if they state that they will indeed abide by these rules, what country will be naive enough to believe them? It’s uncontrollable, I’m afraid.
