It "learns" but it does not apply. AI art takes different art and uses what's most commonly used and meshes it together.
AI art cannot make choices or make it look human or different, because it has no interests or likes or dislikes. AI cannot operate on its own. It's just a series of patterns, not choices.
AI art cannot create on its own, it's using other people's pieces.
It's like if you poured a bunch of paint together, sure it can be a different colour, but it's the sum of it's parts. It only exists because the other bits of paint are in it.
People's art skills are more like the painting process. Sure it does have that colour of paint, but however someone chooses to apply it is their own decision. Humans apply, they don't just learn.
