It is still surprising to many, but LLMs are not programmable. After it's training is complete all they can do to control it is to modify any prompts you make and add their own system prompts.
So unlike with other software in our lives there simply can't be a grantee that it won't go completely off the rails.
And they know this, they may have tested that it recognizes some suicidal messages say 50% of the time to present a hotline message, and just released it as is.
