i don't see anything wrong here.. looks like the waymo closests to the curb is figuring out something.. maybe processing where to go next after dropping someone off.. and the other waymo sees a potential obstacle and is going around the one pulled off to the side at the corner.. and going around it at the intersection.. I think that is what human drivers would do. Plus in this case, there also were humans and a dog very close which could have been a concern for the car driver closest to the curb. And once the driver figured out they didn't intend tocross into the intersection and the waymo had gone by, it then proceeded through the intersection too.
