There were all sorts of DARPA-ish ideas from back then that revolved on better autonomy/computerization. (everything from naval and air systems to robot tanks, etc). They never went any where because the Cold War ended and the various supporting tech wasn't ready for prime time. In fact, it was DARPA-sponsored open-applicant road competitions in the early 2000s that showed just how HARD making self-driving robot vehicles would be, never mind walkers.
