Mostly due to the weirdness that while following a totally different goal it leads to a degree of anti humaness combined with the power to make it goals happen will be both very low odds but being risked continuously...so eventually that number will be hit. Ask it to design a new city and it decides to remove the people already there not by buyouts etc but by a super killer virus that it breaks into an AI medical lab to create.
