Say its kinda like this. The data centers use the energy grids and water supply infra of the local city. But when they build and maintain these infrastructure, they dont charge the companies more. It becomes a general tax hike to build the infrastructure. So without the companies using them, it might have lasted 10 years, but it needs to be fixed from overusage within 7 years. And they are building the infra to be capable or higher throughput, special features, increasing the tax payers bills, and not charging the companies directly. So its not that the data centers dont pay their fair share of bills, its that they take a huge advantage of their role in degrading it or causing the need, but its being built and maintained on tax payers backs, while they pay their drop in the bucket chump change for taxes. But as we know with businesses, if you charge businesses, they just charge the customers for it anyway.
