That is definitely a good way of putting it. The AI itself is only as good or evil as the user. It has no agency of its own, and so will be used for anything. It really is like a crowbar or dynamite. You can use dynamite for mining quarries to build homes, or to level a city. Ir depends on who is using it, and their intentions.
