Because of all the possibilities it brings. He's not saying that AI is bad. He's saying that the lack of regulations is bad.
Just like the lack of regulations about guns in the US (I'm not from the US by the way, and as an outsider we can clearly see how the lack of regulations around guns create problems in the country)
