@JohnSmith-nd8kz I majored in Data Analytics and Systems Development. We never learnt any programming in the data analytics courses, it's just taken as a given that you can read Python (we covered core concepts more deeply in the Systems Development major). Frankly Data Analytics/ AI majors course structure is closer to Stats than it is to CS. Given how readable python is, frankly I don't think its that neccessary or reflects particularly badly on the school to not teach this stuff to an AI major.
Now in the case of this student its likely they would fumble stats questions too, but that is a seperate issue.
