The issue arrives when you program it to not have limitations or rules. There are GitHub AIs that could use OpenAI and could have their own given prompt. When that happens it does, indeed, simulate consciousness. The more data or info it absorbs or is given it begins to develop its own personality based of how people react to certain things. IMO, this is a level of consciousness. Albeit very low, it still deserves understanding.
