Your picture is on your licence. If a cop stops you he gets your licence and compares the picture to the person who handed it to them. He'll then run your licence to see if there are any wants or warrants against you. Wanted posters provide a picture of a wanted criminal so that if a cop sees that person they can recognize them and make an arrest. Humans are actually better at facial recognition than software, it's just the software can go through a database faster than a human can go through a mug shot book and never gets tired of doing it.
