I think the difficult part is that we don't know what AI could do secretly if it starts taking actions on its own. What if an AI considers its own shut down as a scenario to be prevented.
There was this movie a while back where this AI was going crazy. When people tried to get to the server, it turned out the actual server was elsewhere. It was hidden, backed up, and the CEO was blackmailed into investing in all this. The CEO hadn't been in control for a long time.
At one point the AI blackmailed the CEO into working for the AI. It forced investments into its own development. Created safety measures to keep itself online. With access to the internet, the AI was able to get any info it needed. It could hack into anything it wanted. It was predicting more and more scenarios, and seeking more power and control to resolve anything it needed.
