@okjacob Oh no doubt. My comment was more tongue-in-cheek than anything. The vast majority of criminals are not nearly intelligent enough to implement and deploy something as presumably complex as a mostly-autonomous weapon. Same reason why we don't see criminals building nuclear bombs despite how reasonably easy it is to get access to radioactive materials. The knowledge requirements are very significant.
