An so called AI artist is just a user of a Rube Goldberg machine with some tweaking of parameters on that machine. If anything of AI is art, then it is the developers of that AI, in my example the creator of said Rube Goldberg machine. So AI art is art from the developers, not the end user, and we can't forget all the images from artist that was scraped and used without consent to create said machine.
So a set of engineers and developers built a Rube Golberg machine that uses art from other artists with some nobs on it for settings and then an end user uses said machine.
The user is so far removed from the process that no, they don't create art, they just push a button on a machine they didn't build to get a result based on others art that they never interacted with, no creative process, just nothing.
