If the driver infront of me suddenly slams on the brakes giving me no time to react and a collision results, who is to blame? I don't leave that decision open to debate. I have a front/rear dashcam. I always follow traffic laws, especially safe following distances.
A vehicle driven by an AI will have much more data to report should there be an accident. There will be accidents and the algorithms will steadily improve as a result. The accident rate will go down as the number of autonomous vehicles goes up because those vehicles can communicate with one another to ensure a smooth flow of traffic. Pedestrians will continue to be an issue for autonomous vehicles up until we start making people wear transponders so that their position within the traffic pattern can be tracked at all times.
If citizenship can't be granted to each AI, then perhaps each instance of AI can be made its own LLC. That way any potential lawsuit would be limited in awards.
