The answer is yes and no.
A philosophical zombie is something that outwardly behaves exactly like a person such that they are completely indistinguishable from a person, but internally have no qualia, or in other words no experiences of what it is like to be that person. The troubling thing about discussing qualia is that it is by definition a completely subjective experience. A philosophical zombie may claim that it has qualia, but only because it is acting like a real person, and that's what a real person would claim. There is no way to tell if it actually is or not. If a robot has qualia then it is not a philosophical zombie. if a robot doesn't have qualia, but behaves as if it does, then it is a philosophical zombie.
