***** Consciousness is different from free will. Consciousness is being aware of one's own existence and sensations, where as free will is the ability to make decisions independent of determinism. What makes humans unique from reptiles is not whether we respond to stimulus, but that I know there is a being, me, who is responding while the lizard does not. I can conclude "I think therefore I am" but a lizard lack such mental capacity, so I am a person but the lizard isn't. Although it's difficult evaluate the consciousness of an AI, it is measurable and a lot more practical than determining free will.
