This is more like the problem of the *Interaction Of Civilians & Police Officers Themselves* rather than the problem of the algorithm.
The education of the police officers is needed to be improved, and not just relying on the big data to tell you who is the criminal.
The algorithm with the objective information input can only export objective suggestions.
