That's not entirely true - it was the company Cruise that dragged the woman 20ft because a human driver hit her, knocking her into the autonomous vehicle. It came to a controlled stop (also called a soft stop) when it should have slammed the breaks. The car did what it thought was the safest thing to do - which is NOT coming to a hard stop with rear vehicles that could have crashed and made things worse. The accident wouldn't have happened if the human driver did not hit the woman. The public hears "self driving car" and assigned exclusive blame.
