There should be serious restrictions that minimize the risk AI developers could present to the planet. For example if an AI project physical or not fails a certian safety quota it cannot be used outside a fullproof environment; however even if one country does this others might not follow. An international agreement should be reached. Humanity is on the line so all gaps must be filled. Greed, paranoia and the rush to glory may doom us all, even the ones who sought it.
