No it doesn't make any sense. It doesn't even come close to addressing the fact that AI "art" tools are literally INCAPABLE of creating their images without directly stealing from art actually drawn by people. Saying that using a digital art program to draw is the same as AI art theft is just as dumb as saying that using pre-made paints and canvases isn't actually creating art since you're not creating the materials from scratch.
