Okay, but surely it's not actually a situation where the only options are "taxpayers or rate payers have to pay for grid upgrades" or "let data centers grow like weeds in disadvantaged and rural communities". We've already seen electricity prices increase for the ratepayers in communities that data centers are being built in, *and* one of the express goals of AI companies is to reduce the need for humans in the workforce (those humans being ratepayers and taxpayers).
I absolutely do not believe, and I think there's strong evidence to the contrary, that letting data centers be built in our communities "to reduce the cost to communities of grid upgrades" is ever going to actually result in a better grid for you and me.
As a final point on this, the reality we've seen in neighborhoods adjacent to critical, high-load infrastructure is that during power outages, the infrastructure is brought back online long, long before power is restored to those communities. Likely due, in part, to the fact that large-scale industrial infrastructure is almost exclusively built in disadvantaged communities without the ability to fight back.
