Part of this stems from pulling data from the internet. The other part is statistics. People of color are more likely to commit crime according to FBI statistics, so the AI will blindly interpret the statistics and act accordingly.
Beyond the whole racism issue, which is mostly just pattern recognition, this could be dangerous as it means AI starts prioritizing lives over others (it probably doesn't understand the consequences). In the long run, we could end up accidentally creating Ultron
