They can start by passing laws that prohibits the making of deepfakes without permission of person or persons likeness. Even if you label it, it shouldn't be legal if you use someones likeness against their will. Enforcing it would still be difficult, especially against more high profile people, but the law itself might deter some folks. It would be a start anyway.
