It's not that simple. Identifying an enemy requires the use of artificial intelligence software, specifically pattern-recognition/classification. This type of software, even when it's bug-free, can sometimes get things wrong, because there's no absolute rule that tells you what an enemy is and what a friendly is.
Even humans are occasionally prone to friendly fire, which doesn't mean they have buggy brains. Mistakes happen.
