Brute empirical learning is what Francis Bacon called the method of the ant--gathering data and searching for patterns. It is necessary but not sufficient. You have to start with some patterns to test the data against--i.e. hypotheses. You have also to have multiple hypotheses, because none perfectly fit reality, and principles according to which to falsify portions but keep others. We have patterns based upon millions of years of interaction with the actual universe--i.e. analogue patterns with some correspondence to reality (otherwise we'd be extinct). A.I. only has some limited selection we program into it.
