Regulations should be in place, and it seems like a good idea to do it on state level.
Typical American way to look at China, with one man has total power. It is not so. Xi has power,yes. But not in that way. I suggest you read up a bit on how China work. It is quite important for understanding AI coming out of China (and other quite important world affairs).
And on the topic of cookies due to GDPR (EU regulations). Yes it is annoying, but don't blame EU, blame the idiots that use non essential cookies. They are the reason for it.
