Not a fan of using vagueness such as "high quality data", "non-discriminatory" and "safe". Someone needs to be an arbiter of what that means, and whoever that is better be the avatar of neutrality, or we'll end up with a black market of non-neutered ai models. At least in a dystopian universe. Apart from that, the laws seem reasonable to me, at least when taking it at face value from this video alone.
